Suma Park Dam is the main source water storage for the Orange City District. Each year the storage experienced severe toxic cyanobacterial blooms, which were exacerbated by low dissolved oxygen levels and high concentrations of dissolved manganese.

The treatment facility was upgraded with an expensive to operate and service ozonation plant but despite these upgrades consumers continued to report taste and odour problems with the treated water.
